I would say that the key to getting good affiliates on board is cross promotion, get involved in your niche, contact every other webmaster who you think may want to work with you. A lot of the big affiliates have products themselves and you can both gain sales.

The point about percentage is also a little vague, equally important is the actual $ a person gets per sale, low value products tend to not do so well for affiliates.
